Now question author can set the desired time on the question level setting, where they can set a different time for different questions. With this setting, the student can respond to the questions in the given time only, once the time has elapsed, the student will not be able to respond to the question or change the responses and will move to the next question automatically.
If time is remaining for particular questions then the students can re-visit those questions and provide answers or change the answer.
Note- If an assessment is time-bound, then either time at the test level will be functional, or time at the question level will be functional.

If allow time-bound question setting is turned off then, the time limit on the assessment level will be functional.
If allow time-bound question is turned on then the student will be able to skip to the next question once the time has lapsed even when the " Allow skip question" setting is disabled. The “Allow skip question” will automatically get enabled if “Allow time-bound” is enabled.
